DI is providing aircraft maintenance for 17 C-20s. The planes are used to transport VIP government and military officials, and also to move cargo. The aircraft are based in five locations: Andrews AFB in Maryland, Hickham AFB and Kaneohe Bay MCAS in Hawaii, Ramstein AFB in Germany, and Naval Air Station Sigonella in Italy. This program supports all three branches of the military – Air Force, Army, and Navy.

The Counter Narcotics Global Solutions - Aviation Fleet Management program is a consolidation of two previous contracts – Counter Narcoterrorism Technology Program Office, and Training and Assessment for the Afghanistan National Army Air Corps (ANAAC).
As a subcontractor, DI is helping rebuild Afghanistan’s air force by providing aviation training, operations, maintenance, and logistical support at Kabul Afghanistan International Airport for Afghan military and Ministry of Interior forces. We support the Combined Air Power Transition Force-Afghanistan with Mi-17 aircraft training for the Afghanistan Ministry of Interior’s counter-narcotics air squadron. Additionally, we support the Combined Security Transition Command-Afghanistan, assessing and rebuilding Afghanistan’s air force and providing aircraft maintenance, logistics support, and training.

The contract is under the authority of the UAE Land Forces' General Maintenance Cooperation (GMC) . UAE Armed Forces' General Headquarters has designated Al Taif Technical Services (ATTS), a subsidiary of the Mubadala Development Company, as the prime contractor for these services. As the prime vendor to ATTS, DynCorp International will provide all services for the contract, including the chief operating officer, chief financial officer, administrative staff, and other key personnel. The Afghanistan Civilian Advisor Support (ICAS) mission is to train and support the Afghan National Police force. DI provides mentoring and logistical support, maintains a Family Response Unit, and manages an Identification Card Unit. DI provides a U.S. contingent of up to 15 law enforcement, judicial, and corrections advisors who are part of the U.N. Mission in Sudan (UNMIS). UNMIS includes more than 600 officers from 44 countries. The mission is focused on re-building Sudan’s security infrastructure. Law enforcement specialists train, equip, and mentor the Sudanese police force in democratic principles; judicial advisors help restore the justice system; and corrections advisors work with local counterparts to help modernize the prison system. The deputy program manager is based in Juba, and there are DI advisors in Juba, Khartoum, Malakal, and Wau.

In August 2007, the Army Corps of Engineers selected DI as one of five companies awarded the right to compete for construction task orders between $5 and $25 million in Afghanistan. The first task order awarded to DI, construction of a border police facility in Bermel, Afghanistan, was placed on hold by the customer, along with other projects near the Pakistani border. The second task order awarded is Garmser: * Garmser – DI is managing construction of a complex to support the Afghanistan National Civil Order Police. The project includes offices, living and operational facilities, motor pool, guard towers, and a perimeter wall for 305 police personnel in Garmser, Helmand Province, Afghanistan.

Awarded by the US Army, support requirements may be in the U.S. for troops preparing to deploy, or worldwide. Requirements focus on logistics and contingency skills and capabilities to support the Department of Defense, U.S. government inter-agencies, and non-governmental and coalition forces. While support is not limited to military operations, the immediate focus is on troops deployed to the Middle East. LOGCAP IV is the Army component of the Department of Defense’s effort to engage U.S. companies in providing a broad range of support services for U.S. and allied forces during combat, peacekeeping, humanitarian, and training operations. The services include: * Supply operations, such as the delivery of food, water, fuel, spare parts, and other items * Field operations, such as dining and laundry facilities, housing, sanitation, waste management, postal services, and Morale, Welfare and Recreation activities * Other operations, including engineering and construction, support to communication networks, transportation and cargo services, and facilities maintenance and repair. The contract’s objective is to use civilian contractor support for selected services, in order to free military units to perform other missions, or to fill shortfalls.

In September 2009, the State Department’s Bureau of African Affairs awarded AFRICAP. AFRICAP helps African countries conduct peacekeeping operations and build capacity for crisis management and counterterrorism. DI originally won this contract, previously called Africa Peacekeeping, in 2003. We have task orders in Liberia, Somalia, and Sudan: *Liberia Operations & Maintenance (O&M) DI was awarded a task order to provide operations and maintenance support for Armed Forces of Liberia facilities at Edward B. Kesselly Barracks and Camp Ware in Liberia, including electrical power generation, water supply, waste disposal, and vehicle maintenance. *Somalia Peacekeeping DI provides logistical sustainment for participating countries in the African Union Peacekeeping Mission to Somalia (AMISOM). The team is based in Kampala, Uganda and Mogadishu, Somalia. They coordinate multiple sustainment flights from Kampala to Mogadishu each month. *Sudan AEC (Assessment and Evaluation Commission) The AEC monitors compliance with the Comprehensive Peace Agreement that was signed by the government of Sudan and the Sudan People’s Liberation Movement/Army in January 2005. The U.S. provides financial support for the AEC. Partners include Norway, Italy, the Netherlands, and the UK. The Norwegians ended their support in December 2007, and the Italians have contributed one researcher.
